RHTP - THRIVE - EMS Connect
Vendors
EMS-CONNECT — the EMS Coordinated Network for Emergency Navigation, Community Care, and Telehealth — is a proposed statewide rural EMS transformation initiative being submitted for funding consideration through the federal Rural Health Transformation Program (RHTP) by the Arkansas Ambulance Association (ARAA). The initiative is designed to modernize frontline EMS operations across Arkansas through deployment of advanced telehealth capability, interoperable communications infrastructure, connected care technology, and coordinated patient data systems focused on improving healthcare access in rural and frontier communities. This document outlines the proposed Year-One funding request, including the anticipated allocation methodology, major investment categories, operational priorities, statewide infrastructure components, and key implementation considerations.
This funding opportunity is open to all eligible EMS providers serving the identified eligible counties, regardless of whether they are members of the Arkansas Ambulance Association; membership is not required to apply, receive an award, or participate in EMS-CONNECT. Membership status will not be used as an eligibility criterion or provide an advantage in the review process.
Overview
The purpose of this RFP is to determine the vendors the ARAA should utilize when making grant awards to EMS providers in 51 of Arkansas’ 75 counties. Because of time constrictions out of ARAA’s control, vendor responses should include pricing, warranty obligations, availability, multiple purchase discounts, service support, delivery expectation, and training if applicable. This document is a Request for Proposal to be reviewed by the ARAA’s appointed Subject Matter Expert Committee.
RFP Purpose
All vendors known to the ARAA to offer relevant products are being invited to participate. Vendors not on the initial distribution list are welcome to request and submit a response.
Fair and open process
Grant Awards
The ARAA will award grant funds and shall purchase equipment on behalf of qualified EMS providers to fulfill the statutory obligations of Arkansas’s Rural Health Transformation Program. Any resulting purchase order or contract must include the applicable federal and state flow-down clauses, vendor certifications, audit access, records retention, termination provisions, and Arkansas disclosure requirements.
Application Submission Process
